How to make tissue paper flowers step by step

This simple tissue paper peony tutorial breaks the process down into easy steps. Even if youโ€™ve never made paper flowers before, youโ€™ll quickly see how easy it is to create beautiful blooms using tissue paper.

Follow the steps below to learn how to make tissue paper flowers that look full, colourful and perfect for displaying in a vase.

Step One – tissue paper flowers with our tissue Paper Peonies craft tutorial

Cut your tissue to size. You donโ€™t need to worry about exact sizes but they do need to be rectangular sheets. To make flowers this size I used 380mmx250mm sheets.

Step Two

Lay your rectangles of tissue on top of each other. Put the colour for your outermost petals at the bottom of the stack and finishing with the colour you would like in the centre of your flower.

Step Three

Concertina the tissue paper. Folding at roughly 4cm intervals.

Wrap a pipe cleaner around the centre of the tissue paper. Secure with a couple of twists under the bottom edge of the tissue paper. Trim the corners of the tissue to create the rounded edges of the petals.

Step Five

One sheet at a time, gently but firmly pull each layer up so that it stands upright (see photo).

Step Six

Push a florist wire stem a little way into the base of the flower. Wrap the ends of the pipe cleaners around the stem to secure it in place.

Starting at the join between the base of the flower and the stem wind floristry tape around the pipe cleaner and down the stem.

Arrange your beautiful new blooms in a vase.

If you want your DIY tissue paper flowers to look even more realistic, a few small adjustments can make a big difference.

Use several layers of tissue paper to create fuller flowers with more depth.

Mix different shades of the same colour so the petals look more natural.

Gently scrunch the edges of the petals to give them a softer, more organic appearance.

Experiment with different sizes of tissue sheets to create both large statement flowers and smaller accent blooms.

With a little practice youโ€™ll be able to create beautiful handmade tissue paper flowers that look surprisingly lifelike.

Some popular ways to use tissue paper peonies include:

  • Decorating parties or weddings
  • Making paper flower garlands
  • Adding colour to a nursery or bedroom
  • Creating handmade gifts or bouquets

Because theyโ€™re so versatile, tissue paper flowers are a craft youโ€™ll find yourself returning to again and again.

How many sheets of tissue paper do you need to make a flower?
Most tissue paper flowers use between six and ten layers of tissue paper to create full petals. More layers will make the flower appear larger and more detailed.

What kind of tissue paper works best?
Standard craft tissue paper works perfectly. Thin tissue is easier to shape and fluff into soft petals.

Can children make tissue paper flowers?
Yes, this is a great craft activity for children with a little help from an adult, especially when using scissors and floristry wire.
